Villages don't generate in superflat snowy taiga worlds

I made a superflat world using the overworld preset, but simply changed the biome to snowy taiga. Snowy taigas are supposed to spawn villages and igloos, but when I entered the world and did /locate village, it said that could not locate this structure nearby. Same went for the igloo. Is this a bug?
