Drowned do not react when hit by a trident

The bug

Drowned do not react when hit by a trident thrown by another drowned. I expected they would attack like zombies will attack skeletons when hit by an arrow. They used to react when hit by a trident thrown by another drowned in 1.13.2 and attack the drowned that threw the trident.

How to reproduce:

1. Spawn or find a drowned with a trident (either natural spawn or spawn egg is acceptable for this purpose)
2. Switch to survival mode and have them throw trident
3. Throwing trident to hit other drowned
   A hit drowned does not fight back.
