Huge entity TPS server lag spikes

Huge TPS loss since 1.14 version. Its not caused by villagers, because i have them disabled in server.properties. [Aikar timings|https://timings.aikar.co/?id=cce7817d078a47899e54341f6cdc4156] says that huge problem are turtles actually and mob AI in general. I have them really limited and still they are lagging really much.

Other problem is that chunks are not beeing unloaded and

Maybe attached profiler could help
