Two raid bars but the raids doesnt start.

I got bad omen from killing a raid leader. Went home to my village expecting to have a raid. The Raid bar showed up but it didnt fill up nor was there any single Illager that showed up. Waited for hours but nothing. Another raid showed up so i killed another raid leader and got another bad omen effect even with old raid bar still showing up. Again i went home to my village and got a second raid bar that hasnt filled up nor any Illager showing up.
