No Configuration Options for Raids

I'm a server administrator, and I'm a little disappointed that there are absolutely no configuration options available to us for raids. The mechanic seems very rushed, and doesn't fit in well with a lot of large population servers, especially since you can grief peoples villages by just wandering in with Bad Omen. Of course, I want to remain up to date so I can get the latest bug fixes and features, but I would also like the option to either disable the Bad Omen status effect, or disable the raiding altogether. I would prefer to not have to change the difficulty, since there is a lot of progression missed out on when you can't fight any mobs. I know that this isn't really a bug, but It's definitely a complaint that I've heard from a lot of server owners.
