Zombie and Skeleton Horses does not despawn, ever.

/summon skeleton_horse ~ ~ ~ {PersistenceRequired:0b}

/tp ~ ~255 ~

Do the following commands in order and notice that the skeleton horse does not despawn(though most other mobs will despawn).

Also happens for zombie horses.
