Glitch when dismounting boats, then walking on them

When I get out of a boat.. it goes glitches away. I can walk over it.. but it glitches me around and I move as slow as cobweb. I can,t break or place blocks in the boat, nor see it if I turn on hitboxes. If I reload the chunks, textures, or world it doesn't go away!
