Obtain Uncraftable Tipped Arrows in Survival mode

I managed to obtain 5 Uncraftable Tipped Arrows by putting Arrow of Slowness in the Enchanting Table and then taking it back out. I can't see to replicate this again in Multiplayer or Singleplayer, so I'm not entirely sure if this is a reoccuring issue.
