Blocks broken or placed in certain chunks cause lag spikes.

Ever since 1.14 was released, me and my friends had a problem on our server. In our spawn we sometimes get "lag chunks" were if we place or break a block everyone nearby gets a noticeable fps drop.
Whats also weird is that the "lag chunks" change location when we close the server, but they always stay close to the spawn chunks.
