Raid wave won't end when mobs killed

During a raid, the first wave included four mobs. On their way to the village, two of them got stuck in my boat, which was convenient for me. After taking out the two that got to me, the raid meter was a bit less than half full, as expected.

 

After taking out the two stuck in the boat, the raid meter did not change and said there were still two remaining.
