Fishing Rod can't be enchanted after enchanting other items

After running through enchantments to get a enchantment option i wanted on a fishing rod, the option for enchanting disappeared. Attempting to enchant a fishing rod at a enchanting table with no bookshelves doesn't allow you to click the enchanting tiles in the menu. With bookshelves however, it lets you use all 3 tiles of the menu.
