Villagers rapidly swapping from unemployed to employed (and back)

Villagers are swapping from employed to unemployed rapidly when given a work station. The villagers that are not in cells do not have the issue, but something about them being confined is causing trouble. This was not an issue I experienced in 1.14 (not sure about 1.14.1)
