My villagers will not stop breeding!

In 1.14, I created a villager breeder for my base, I then carted the villagers about 30-40 blocks below the breeder, which should be within the village limit, meaning that new villagers can only be bred if there is a free bed. The villagers I got in my trading hall are compulsively breeding even though there are not enough beds in the area. They have food and workstations and I have placed beds in the area to see if they would stop breeding. Help Please.
