Server: Unexpected properties overwrite

Server crashed this morning (1.14.1) and on recovery, server insists on 'rebuilding' all chunks.  This itself is of course no issue, but might be related to the actual problem that's being experienced.  Problem persists on server upgrade to 1.14.2

Whether using the interface on the hosted server's dashboard to edit the server properties, or manually editing the properties and saving them correctly, the result is the same.  When the server rebuilds the 'world', chunk rendering on the server is reduced to 3 chunks.

Server CPU/Memory stays quite low, so unrelated to any form of 'intelligent' correction of the properties due to server load.  

Crash log attached, did not have the server properties issue prior to the crash.
