Zombie pigmen infinite agression

Hello,dear devs. In the middle of last week on our server somebody made zombie pigmen angry in nether world . And still, thought after  5 real days,  pigmen are angry on all players. Besides, they spawn in angry condition. Northing help:  despawn, restart,  killing most of them, leaving nether for  long time aren't helpful. They are still angry on all players. They are still spawn angry.
This problem appeared on 1.14.1.  server core is Paper.
