Water issue

I have a kelp farm of several blocks high of solid water blocks. Directly above is placed a flowing water block. In 1.13 harvested kelp would slowly rise to the surface and be caught up in the flowing water stream. Whereas in 1.14 the kelp just lies below the flowing water and is never picked up by the water flow
