Hopper items get stuck in hopper connected to chest

A hopper feeding into a chest will not pass items into a hopper below it if the chest slots are all occupied. Example fill a chest with stone bricks. Put dirt blocks into hopper. Result dirt blocks remain in hopper whereas they should pass into the hopper positioned directly underneath it.
