Pillager patrols spawning in flooded perimeter

Dear Mojang,

we are experiencing an issue where large amounts of pillager patrols spawn in a completly flooded perimeter. As far as i know mobs shouldn't be able to spawn in fluid blocks.

Is this intented ?
