Jellie cat won't spawn naturally

Jellie cat won't spawn naturally in villages, I noticed this after searching about 30+ villages on my friend's 1.14.1 server and finding every other kind of cat multiple times. I then went onto a single player and did a bit of searching and found no Jellie cats, however I could use a spawn egg to get one.
