Tridents don't drop on multiplayer servers

Whats good so I've been cruising the oceans for drowned to get tridents on this server I play on, and after killing 359 drowned with a looting 2 sword, I've had no luck.

In 1.13 singleplayer, I've acquired two tridents after killing 235 drowned with a looting three sword, the wiki says the percentage drop for a looting three sword is 17%. My sp experience reflects a trident-drop percentage that's much lower, 0.85% (2/235), but nonetheless I was entirely able to get tridents if I devoted enough time to it.

On the server I'm playing on now in 1.14.1, I have killed 359 drowned with a looting two sword with no trident drops whatsoever. I've been trident hunting for so long that I even found a drowned with a trident and a nautilus shell, which is supposed to occur with a 0.45% chance.

At this point I'm fairly certain that something is wrong with the server or something that I'm doing incorrectly. Please let me know how I can get around this.
