Toolbar Bug

I saved a toolbar in 1.14 with the new blocks, closed Minecraft, opened it again in 1.13 and I noticed that the blocks had disappeared from the saved toolbars tab (an obvious thing since they were not yet in the game). To make sure, I opened back up 1.14 and the blocks had been replaced like they were the first time when I saved them initially. When I went back into 1.13, I was doing a build that had a very specific block palette, so naturally, I saved it as a toolbar. However, this time when I loaded Minecraft back into 1.14, the new blocks were gone from their spots in the saved toolbars tab. To make sure, I tried this in a few different versions, 1.12.2 and 1.9. This also happened with any block not introduced in that version. (and very stupidly, I lost a bunch of important toolbars [love the feature btw])
