Village Farmers not farming

What I expected to happen was...:
the farmer villagers to farm crops they have been placed with, by harvesting and replanting.

What actually happened was...:
They just stand there

Steps to Reproduce:
1. create a farm of wheat that is in an enclosed room
2. place farming villager in there (with composter and a bed)
3. wait
