Smoothstone and Smoothstone slab not effected by texture packs

I usually use a Texture pack for Minecraft with the file name reds-pack13-1544834664, and in 1.13.2 and older releases, the resource pack would have textures for all available blocks, including Smoothstone and smoothstone slabs. however, in the newest releases of the game, it stopped working. In other texture packs that are up to date like this one, I don't have that issue.

I'm not sure if this is because I'm using a somewhat dated computer that runs on Windows 7, but it really irks me that this is a problem
