Hostile Mobs Spawning on Invalid Blocks

I've created a mob farm in the nether and used normal ice to transport XP. Zombies and pigmen will spawn on normal ice now. I placed glass above all the ice to prevent spawning as a temporary fix and zombies and pigmen spawn on the glass as well!
Two non spawnable, invalid blocks for spawning and these mobs are still appearing there.
