Egg spawned villagers can't reproduce

Villagers in a post 1.14 village seems to not be able to breed if they were all spawned in with eggs from Creative mode. Have TONS of beds in the village, in new and old houses, and traded with all of them a ton, 4 out of 6 are maxed out. When they are supposed to be willing (the green particles appear) they kind of just stare at eachother for a little bit, nothing happens, and then they move on with their day. I feel like that's when there should appear a Baby villager, it just doesn't.

Villagers would reproduce

What actually happened was...:
villagers didn't reproduce

Steps to Reproduce:
1. Spawn in villagers with Creative Eggs
2. Trade the villagers until they are willing to breed
3. watch them stare at eachother without anything happening.
