Water On Slabs

I'm experiencing an issue where me and my friends are placing water on slabs and the water does not appear or flow when surrounded by other slabs, but it can still be picked back up. It's the same in singlelayer, but water shows up on slabs, but still does not flow when surrounded by other slabs
