Not able to add a displayName to scoreboard objectives

Whenever I add a displayName to a scoreboard objective I get the error code that is attached to this report

 

Also happens when you try to add a prefix or suffix to a team using the team command

 

I remember this being present ever since I tried using it in the 1.14 release
