Flowing Lava does not cause an observer to tick the output

In 1.12 lava placed in front of an observer would cause the observer to tick whenever the lava flowed into a new square.  This behavior was useful for automatic smooth stone generators.

In 1.14.1 and the 1.14.2 prerelease snapshot it doesn't work.
