Patrol Leaders spawning without banner

After some time Patrol leaders stop wearing banners therefor breaking the whole raid mechanic since you wont be able to obtain the bad omen effect at all anymore until the client/server is completly restarted

steps to recreate: watch attached video or trigger some raids, spend a bunch of time at an outpost
