The last use of a shear will not drop the item on one high blocks

To reproduce:

Breaking leaves, vines, grass, fern, seaweed, corals or dead corals will yield no blocks. Breaking dead bushes will yield sticks, but breaking two tall blocks like tall fern, tall grass or tall seaweed will give two of the smaller variants.
