Always Active Repeating Command Block not working after turn off and on the realm

I don't know it just me or not but every time I turn off and turn on the realm the "Always Active" Repeating Command block is not working. I checked the command block. Its "Always Active". So I changed it to "Needs Redstone" changed it back to "Always Active". It works now. but problem is I can't do it always. Whatever I turn off or on the realm, If realm has no player in there, this bug happens again.
