Skeletons do more damage per shot than pillagers due to pillagers not being directly affected by difficulty

When a skeleton shoots, it will do more damage than a pillager (especially apparent on hard difficulty), even though the pillager is using a more powerful weapon. This may be intended due to how pillagers are described in https://www.minecraft.net/en-us/article/meet-pillagers and the resolution of MC-138459.

I honestly don't mind if this is intentional, taking showers in pillager arrows is painful enough!
