You are not able to enter a boat that is in flowing water.

If you try to mount a boat in flowing water, you will fail to do so.

Steps to Reproduce:

1. Build a 5x1x5 square and hollow it out.

2. Put a dispenser on one side and put a water bucket inside.

3. Place a boat in the hollow area of the square and activate the dispenser.
