the farmer cannot sow the whole garden-bed with vegetables

DEVELOPERS PLEASE ATTENTION!!!!!!!!!!!!!Developers please fix this bug !!!!!!!This error began recently in pre-releases Minecraft 1.14.1 FARMER DOES NOT FULLY PLANT a garden-bed. As you can see in the screenshot, the farmer didn’t sow the garden-bed completely. And one block was left empty!The farmer stands on the garden- bed but cannot sow this block.
