Redstone Torch doesn´t burn out

Torches doesn't burn out as they used to (pic.1). It used to burn out and stay unpowered until you updated a block next to the torch (it would burn out again). Now it unpowers without flashing at all (pic.2). If u update the torch (powering/placing a block next to it) it and the dust on top just get powered (pic.3).
