ice won't turn to water when it's broken if there isn't a block under it.

I was playing skyblock and my water turned to ice so I broke it and it disappeared. I realized there wasn't a block under it. I gave myself an ice block from commands and put a block under it and then broke it and it turned to water again. Fix this please. I feel bad when I have to use commands even though I'm technically not cheating anyway.
