Seagrass bugging villagers A.I - blocks their movement

In a village that spawns over water with seagrass, some villlagers tend to move towards seagrass (both normal and 2-block-high) and start rotating, which blocks them from moving somewhere else, even during night-time. The bug is fixed when the villager affected is moved out of where the seagrass is or when the seagrass is broken.
