Illager patrol bug

I've been playing 1.14 on a minecraft server with my friends and the have all built somewhat near x0 z0 im about x-1000 z13000 and i don't seem to get any pillager patrols i'm in a snowy tundra with about 4 villagers in this biome including the one my house is it. all my friends get patrols all the time and i've never once had one out here i have to go back towards them and use there patrols to get raids at my place which is time consuming
