Iron Bars Air Glitch

What I expected to happen was...:
Water to go through the bottom bars

What actually happened was...:
An air source was created and water did not go through the bottom bars

Steps to Reproduce:
1. Place iron bars underneath a minimum of two blocks of water
2. Place iron bars on top of them
