Feather Falling on Helmet, Respiration on Boots

I can understand fire protection and protection and other being applied together but explain me the reason of feather falling, aqua affinity, respiration etc on a CHESTPLATE. Aqua Affinity, Respiration on Boots etc. Check images for details. This shouldn't happen.
