Skulls Causing World To Corrupt

A server that I play on has been having an issue when trying to update to 1.14. The skulls seem to be corrupting the world, the owner has tried converting the world with Spigot and Minecraft singleplayer and both have been corrupted.

 

Is there anything which could cause this?
