Crafting Table Recipes Not Showing

Crafting recipes are not showing correctly in the crafting table.  Providing the recipe using console commands does not fix this.  Items are still craftable, however do not show in the crafting table.  This persists through reload, relog, world recreation, cache deletion and backup restore.  Upgraded worlds from 1.13.2 work with no problem if the recipe exists.
