Vanilla server lighting bug light sources not working

What I expected to happen was...:
Light sources should put out same light levels they did in 1.13

What actually happened was...:
Light sources are only putting out 0-1 lightlevel

Steps to Reproduce:
Update a 1.13 vanilla server to 1.14
