Efficiency 3+ shovels are not able to instantly mine blocks.

What I expected to happen was...:
The blocks instantly break and appear as item entities.

What actually happened was...:
The block re-appears and does not drop

Steps to Reproduce:
1. Obtain an Efficiency 3 Diamond shovel*
2. Mine dirt (they should instantly break)

*(the shovel can be eff3 and higher)
