Server Performance 5 TPS

When starting the server, the TPS is normal at 20. After a few hours, this degrades further and further until reaching only 5 TPS. This is with enough RAM allocated. CPU usage spikes then and again to 100%. I've attached two debug reports, one before the restart, and one after.
