Water texture is above the smoke particles

Water texture is above the smoke particles

What I expected to happen was...:

Smoke particles are closer, so they should overlap on top of the water texture

What actually happened was...:
I see water through the smoke

Steps to Reproduce:
1. Place a campfire
2. Look at the water through the smoke
