Cats avoid Tropical Fish

Cats in villages are not attracted to Tropical Fish. In the desert village on the coast that I tried this in, all cats completely ignored Tropical Fish. After 20 minutes I got a few Salmon, and the cats approached me almost instantly. I tried putting on and taking off my shield, but nothing changed.
