Trees and plants generate over natural water sources

As said in the title whenever I enter or spawn in any type of forest biome in the 1.14 update, the trees and plants will spawn over a natural water source as if it was never there.

This has happened in every world I have made so I assume it would be the same for everyone. pls confirm
If its a problem with just my machine let me know how to fix
