squids, fish, and dolphins aren't spawing

squids, fish, dolphins won't spawn at all in the entire world, the only water mobs that will spawn are turtles, guardians, elder guardians, and drowned, but every other water mob aren't spawning. but they do and ONLY spawn near spawn, pls fix
