note blocks not matching block underneath after cloning them

when a note block is cloned, the note block will keep its current instrument regardless of the block that it is cloned onto unless the note block is replaced or the block underneath it is replaced.

What I expected to happen was...:
the note blocks instrument would update when the block was cloned

What actually happened was...:
the note block kept its instrument

Steps to Reproduce:
1. place a note block on an iron block

2. clone that note block onto a tnt block

both will now play the same note
